• Immediately after being sworn in as Florida's 45th Governor, Governor Rick Scott signed Executive Order No. 11-01 imposing a 90-day suspension on contracts with a value in excess of $1 million and establishing the Office of Fiscal Accountability and Regulatory Reform to review all state contracts. • The order states, in part, that:
  
  for a period of 90 days from the date of this Order, no agency under the direction of the Governor may execute a contract with a value in excess of $1 million without obtaining prior approval from the Office of Fiscal Accountability and Regulatory Reform.
